The right to information means access to the information under this act which is held by or under the control of any public authority and includes the right to inspect any material in any form, including records, documents, memos, e-mails, opinions, advices, press releases, circulars, orders, logbooks, contracts, reports, papers, samples, models, data material held in any electronic form and information relating to any private body which can be accessed by a public authority under any other law for the time being in force, taking notes, extracts or certified copies of documents / records and certified samples of the materials.
Citizens of India can make a request/an application for information in writing, clearly specifying the information sought under the Right to Information Act, 2005. An applicant making request for information shall not be required to give any reason for requesting the information. The request/application should provide the contact details (postal address, telephone number, fax number, email address, etc.) that may be necessary for contacting him.
RTI applications can be submitted online by accessing http://rtionline.gov.in and choosing "RITES Limited" as the "Public Authority".
An applicant can also tender an application/ request for information personally or by post or through a messenger accompanied with an application fee of Rs.10/- (Rupees Ten Only) payable, as per the Right to Information (Regulation of Fee and Cost) Rules, 2005 prescribed by the Government of India, under Section 6(1) of RTI Act by way of cash against proper receipt or by Demand Draft (DD) or bankers' cheque or Indian Postal Order payable to "RITES Limited".
The application/request for information is accepted only on receipt of the application fee by RITES Limited; no such prescribed fee shall be payable/charged under sub-section (1) of section 6 and sub-sections (1) and (5) of section 7 from the persons who are below poverty line.

RULES, 2005; as amended vide Right to Information (Regulation of Fee and Cost) Amendment Rule 2006:
Rules 1 to 5 of Right to Information (Regulation of Fee and Cost) Rules, 2005, notified by Government of India, Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) vide Notification No.34012/8 (s)/2005-Estt. (B) dated 16th September 2005 are reproduced below:-
These rules may be called the Right to Information (Regulation of Fee and Cost) Rules, 2005.
They shall come into force on the date of their publication in the Official Gazette.
Act means the Right to Information Act, 2005;
Section means section of the Act;
All other words and expressions used herein but not defined and defined in the Act shall have the meanings assigned to them in the Act.
A request for obtaining information under sub-section (1) of section 6 shall be accompanied by an application fee of Rupees Ten (Rs. 10=00) by way of demand draft or bankers cheque payable to RITES Ltd., Gurgaon.
For providing the information under sub-section (1) of section 7, the fee shall be charged by way of demand draft or bankers cheque or Indian Postal Order payable to RITES Ltd., Gurgaon at the following rates:-
Rupees Two (Rs. 2=00) for each page ( in A-4 or A-3 size paper) created or copied;
Actual charge or cost price of a copy in larger size paper;
Actual cost or price for samples or models; and
For inspection of records, no fee for the first hour; and a fee of Rupees Five (Rs. 5=00) for each subsequent hour (or fraction thereof).
For providing the information under sub-section (5) of section 7, the fee shall be charged by way of demand draft or bankers cheque or Indian Postal Order payable to RITES Ltd., Gurgaon at the following rates:-
For information provided in diskette or floppy Rupees Fifty (Rs. 50=00) per diskette or floppy; and
For information provided in printed form at the price fixed for such publication or Rupees Two (Rs. 2=00) per page of photocopy for extracts from the publication.
